Don't blame it all on Masuda, he was clearly very uncomfortable when dropping the news.
He's basically Gamefreak's spokesman so he gets blamed for everything, but the higher-ups at TPC who want to push a new game every year without increasing the staff and the (other) incompetent GF programmers are also at fault.
