In those games it was because the specific software was not yet available. In SS it's a deliberate design choice and many Pokemon were simply not coded in. Even better, if the game was not coded beforehand in a way that would allow more mons to be patched in, it's very unlikely to happen at all. Add to that GF's signature shitty coding and their desperate attempt to patch anything would most likely break the game.
