There is no such thing as dexfiller. Like the other guy said, every Pokémon is someone’s favorite. Making a past-gen mon incompatible with a new gen is against the fundamental spirit of the franchise.

One man's dex filler is another man's world championship victory.
My favorite thing in this game is look at underused mons and try to make them work, somehow. Hell, my first team in S/M had Emolga in it.

Cutting Pokemons from the game entirely kills the original purpose of the game, and one of the hardest challenges the series has, why after 20 years and 7 generations they want to kill the concept of catch 'em all?.
