That would be completely fine. However, that's not what they've said. They've said you can't import them, you'll never be able to, and they won't add them in because it's a deliberate design choice and not just time crunch.

They said they were going to limit the Dex from now on, so that each new game has specific pokemon in them, so they can make """"""""high quality"""""""" animations and balance the adventure.

This. If Gamefreak was actually going to patch Pokemon back in, they would fucking say so before the backlash reached the point that it's at now. Masuda even commented on the backlash (>>38933048) and said nothing more than "yeah we're still cutting shit out lmao". That would've been the perfect opportunity to bring up future patches and he didn't, because there will be no patches. If there ever are patches it'll be after lengthy discussions with developers and in direct response to the backlash.
