This is still a horrible decision. It's one thing to not have a proper national dex and it's good they probably will have some actual effort into legendary pokemon locations if they don't try and force all of them in like ORAS and USUM, but to outright not even include the data for pokemon? That's unforgivable. They're using the same models since Gen VI there's really no excuse they couldn't touch up any of the pokemon not in the Galar pokedex so people can transfer them into the game. They'll be trapped in HOME until the next mainline game or maybe not even until the one after if they're really unlucky.
It really reminds me of why I don't like a lot of digimon games, there's a bigger disparity between digimon I like and the ones I don't and which ones are in each games' roster constantly varies and can genuinely effect my willingness to play them.
