Except they only will on a technicality. All the past games had a limited collection of Pokemon. That's what the regional dex has always been. It's just that other pokemon were programmed in case you traded them from an outside game.
The National Dex isn't really a part of the games, it was just a necessity to facilitate people wanting to trade pokemon from outside the games.

Nigga do you know math? You got 6 pokemon and 800+ to choose from. At 800 you'd have 3.5731042e+14 combinations.
If they knock that down to say 300, that's 962822846700 combinations. That's kinda a bit more than thousands.
But that said, that's still almost a trillion combinations of pokemon from regional dex alone. Talking about it being an issue of limiting combinations is retarded.
