Then you can turn around and do this whole scope limiting set rotation deal on a game by game basis. Like with magic where you rotate old cards out of the meta every so often you could have the format for each gen be defined by the game’s regional dex but you can still play free for all formats and old formats on home.
Just give home a day care, a Battle frontier system and some ev iv training mini games and a way to grind xp along with an online battle system and the problem is basically solved.
