This time around that's not the case. The pokemon literally will not be in the code. That's going to piss people off.
The Galar dex that's been revealed thus far only has 172 mons:
https://www.serebii.net/swordshield/galarpokedex.shtmlAssuming that there will be more Galar mons not yet released and roughly half of the remaining dex (minus forms, megas, etc.), we're looking at 500 ish mons out of 1,000. It's pretty likely that people won't have access to something they like. It'll also make the game feel empty and repetitive. The weather is a bandaid, since I'm almost positive that rain will equal the same small pool of ~15 mons on any given route. Rain on Route one gives you level 4 Wingul. Rain on Route 10 gives you level 20 Peliper. There's only so much you can do with a shrunken dex.
Part of the fun and surprise of Pokemon games for many is uncovering the pokedex in game. Minior and Electabuzz on the observatory, Pawniard near the Team Skull base, and Sneasel at the base of victory road were all fun surprises that got me excited for what I could find next.
Now I'll have to check the full roster beforehand to see if my favorites will be in the game. A lot of the magic gets lost when you know what's coming and when. It isn't an adventure, it's a to-do list. Also, bonus runs afterwards with your favorites will be a thing of the past. I used to beat the game blind on my first run, then go through a second time with a team full of my favorites. Galvantula got in this time, but now it's bitter sweet knowing that it probably won't be around for the next adventure.
Why bother making a bro or getting the slightest bit invested in a Galar mon at this point. It almost certainly won't be available next time.
Teams are going to feel samey and limited going forward since you'll only have one or two options for specific roles.
