So what if the character doesn't have afrocentric features. It's a game made by Japanese people in a fictional world where people can have purple hair and amber irises with creatures that can bend fucking time and cross dimensions. Why is it that cartoon people who probably don't even have existing phenotypes as real people if anyone at GameFreak willed it must conform to our real world rules whether or not they project a facsimile to them?
When I was growing up there were black girls idolizing Disney girls like Jasmine and Pocahontas. Not because they pretended they were black but because they were non-white, making it more favorable see themselves as the character if they weren't going for Ariel or Belle. I imagine it's the same for Pokémon in that it's not that they look like Iris or Olivia, but it's because their skin is darker that it says they too can be part of that fantasy world when in the past, Kanto never showed such things in the first season and so forth.
I mean you don't have to agree about how ethnicities may or may not be coded in Pokémon but that doesn't mean you're not an asshole for taking that positivity away from little girls young-to-aging adults that admire the characters that have inclusionist value. All you're doing is using pedantry as an excuse to take away people's joy.
