Either no because they want you to buy LGPE to have Kanto mons or all Kanto mons get in because they don't want the LGPE market dropping the games
so assume the worst and yes, Kanto will bloat the dex yet again

You can catch all Kanto mons in Gen 6/7 and transfer from those.

If the game has about 450 pokemon, I doubt kanto would have all 151 even if the 450 is split unevenly between 8 gens.

Remember, even though its genwun and a lot of kids started with LGPE, there are still lots of gen 1 pokemon nobody is going to miss. The "fan favorites" of gen 1 take up about 40 slots, so I'd say they include about 90.
