So I'm a bit behind here, why are all mons not in gen 8? I thought they future proofed the models.

That's a good question with no reasonable answer.

The most likely answer is that the developers at GameFreak are AWFUL at programming, which means models apparently take up space many more times than necessary.

Not the move animations you blithering idiot. The animations and models of the Pokemon themselves. The game has to be capable of playing the move animations regardless of what Pokemon exist.
