My headcanon is that he secretly hates Masuda and it's not his fault, but in reality I know it all comes down to time contraints and the fact that Pokemon videogames are just a glorified advertisement for merchandise and their quality isn't all that important to the higher ups at Nintendo/TPCi.

he's a different kind of bad guy.
masuda wants pokemon to become a mobile-tier game because he thinks that giving the games any more than the bare minimum depth acceptable will actually make people not want to play them.

Ohmori wants to make the games heavily story-driven so he can insert his waifus and power fantasies in them (zinnia, lillie, whoever he's been dreaming about in sword and shield -probably sonya). This COULD not be an entirely bad thing if ithe wirting in pokemon was good, which it isn't.

I think Ohmori wants to make a great game but the higher ups at Game Freak and TPCi limits his creativity with all of their demands and restrictions. (Megas to sell toys, Z Rings and Crystals to cash in on the Yokai craze, Kanto only Alola forma because of nostalgia bucks and so on)
You can see sparks of his creativity with the DexNav and the want to go beyond the typical 8 gym structure, but TPCi doesn’t care about that like any other business. They need what brings in the money. It’s sad because Ohmori can possibly make a great Pokémon title if he wasn’t under anyone’s thumb.
