They just need to nerf them to have no type effectiveness.
There should never exist a 1 turn move that can slice off 25-50% of a pokemon's health that has not even hit the field yet.

No, they're useful, you just have to have a 15 turn autistic back and forth battle of rapid spin/defog and the opponent trying to force rocks on you, until you finally remove their setter! Then you can use your fire, bug, or ice type pokemon.

Ice types are useless for other reasons. Stealth Rock is just salt in the wound.
Fire is carried by the fact that it's the best way to kill steel types.

Make it so that anything weak to Rock, whether 2x or 4x, takes 25%. A quarter of your health is manageable, half is not.
And then to keep things consistent, also make any resist take 6.25% or whatever it is.

The issue is what a slog the game becomes without stealth rocks in 6v6 singles.
Defensive play becomes far better when switches don't have a cost.
