Blue seagull pokemon might be based on an albatross. Albatrosses are huge seabirds (longest wingspan of any bird) that look like a giant seagull.
Consider that we already have wingull in the game so they wouldn't make another seagull?
That said, albatrosses are not native to britain or europe at all.
