We don't see the results of that polish yet, which concerns me, but until we know there isn't more at play here, there's no sense in claiming Game Freak are incompetent (for this).
For instance, as an example, what if a month from now Game Freak announce that they're introduced a custom animation for every single attack in the game? That would certainly justify not having every single Pokemon in this game. Now, whether or not that's a good idea is worth discussing, and you'd certainly be well within your rights to complain that you'd rather have all 800+ Pokemon than custom animations (and I'd be on your side), but that's not at all the same as saying "Game Freak can't import 800+ models because they're stupid".
