Honestly all Pokemon should be capturable except the Creation Trio and Arceus.
Actually having Legendary Pokemon should be treated as more of a contract than ownership though.

What the fuck are you supposed to do with legendaries then? Catch them and then stuff them into a PC, never to be used again? It is pretty awful that they can't really be used for much in-game, especially since Battle Tower and its clones don't allow their usage.

Some legendaries are incredibly powerful but they are still just Pokemon. Plus there are several legendaries (like the Kanto birds and Lati@s) and mythicals that are not extremely powerful Pokemon but instead very strong and very rare ones.
