Every game has the pokemon data in the code. That's why people are pissed.
More than likely the models have been locked or removed. For example, let's go doesn't pull any model for later gen pokemon, but that doesnt mean it isn't in the games files. Not sure if anyone has datamined it, that's the only way to know for sure. But if I had to guess, they exist.
The idea that you have to remake models for a new system is complete bullshit. There is no "junk" data, there is no need for them to start fresh.
This is why they made the models with a high poly count. Polygons give the model its shape. You add a lot to make the model rounder. They intended to use these models for generations.
The models are high quality. The textures are just compressed for the 3ds. They could have also reduced the poly count but it doesn't seem like they did this, or at least not enough. Either way, they have had these high poly models since XY.
However, even with its low resolution, the 3ds is a weak system. That's why the game lags when it tries to render the models if there's too many loaded at once. The switch is a far more powerful system than the 3ds.
Another way to tell is the models were ported to Pokemon Go.
So basically the reason people are pissed is they are locking an undisclosed number of pokemon despite all the data existing besides some tweaking, and their excuse was quality (despite nothing looking improved) and balance (which they've never done).
