Just remove the sun stone from the game and say the new region is too cold and sunless for Bellossoms to evolve.
And Wailord? We have regional forms now. Just say Galarian Wailmer are identical to normal Wailmer in appearance but exclusively live near cities and in lakes so they can't get bigger than they are, so they can't evolve into Wailords. Easy, and we have to accept it.
