You realize those designs were done as a "what if" for a Pokemon sequel, right? Sugimori outright said so. Only Tyranitar made it in because they really liked the design.

The game was actively being developed when the 1997 demo rom was made to bring to places so the Pokemon in it were just whichever ones were currently programmed into the game.
