Literally no reason not to do this, and spend a couple months working on some animations.
3 people spent 4 hours a day, for 16 months, doing animations.
5 days a week, 3 pokemon per day, for (4*16 = 64 months) = 960 animated Pokemon.
Easily more than we have if you don't count megas.
There are the exceptions of Rotom, Deoxys, etc. forms, though some of these are so simple that an animator could program them in their spare time after completing other projects.

When Persona 5 was announced as a fucking PS3 game for 2014 and came out last year.
