The Moon version has a single 31 IV, 0 EV's, the same 1 move (which is fine, this is low level trainers).
The USUM one has 3 30 IV's, +252 in special attack but it's a level lower. Do you want to go damage calc how much a resisted ember from a modest growlith with 30 IV's and +252 Ev's in special attack and will do to say, a Popplio?
I haven't bothered but I'm quite sure that even that is going to hurt a shit load.
This is basically the tutorial section too, you cannot downplay those types of stats.

If we're talking about trainer specifically then then I'd argue that Guzma has claimed more lives than Cynthia. That being said Cynthia is probably still the hardest champion. Her team is varied and she has quite a number of threats.
