Nintendo restructured their dev teams sometime before the launch of the Switch to put full focus on making home console-sized games. They had to abandon the portable + console business model to develop for just one system that is just slightly more powerful that their previous console. Game Freak however didn't do that, and they're still making games as if the Switch was the 3DS's successor.
