I recall the Japanese term referencing "the whole country", or some such. Sounds like a term the series outgrew.

This is the real reason it's not being included. It's going to take them 2 or 3 generations to figure out how to change all instances of 'national' to 'international.'

Because the term was introduced in Gold/Silver, where Johto was right next to Kanto and (presumably) the same country, if not the same province/region. Why they stuck with it when they moved on to Hoenn, a different continent/country altogether, who tf knows

Hoenn is also Japan and so is Sinnoh. It should have been changed in Gen 5.
