Imperfect Cell was the greatest villain in the entirety of DBZ. Period.
When Cell was in this form he was cold, calculated and ruthless. He had his ego firmly held in check, he knew when he was outmatched (for the time being) and retreated, he attacked when it benefited him, he was always 1 step ahead of the Z fighters, they'd turn up to towns that had completely been wiped out by Cell, he had them going on a wild goose chase.
Don't get me wrong, I enjoy perfect cell too but he was arguably more flawed than his supposed (im)perfect form because he was so fucking full of himself. He lost because he was so full of himself, if that was Imperfect Cell he wouldn't have let such a thing happen, he wouldn't have been interested in pushing Gohan, he was in pure survival mode in his imperfect form and it was glorious.
Also his imperfect theme was LITERALLY perfect. Creepy and alien sounding, gave off the impression that something alien was skulking around in the shadows, stalking its prey
