The big ones are Lucario, rotom, Spiritomb, Arcanine, and unown. They all are really rare (except Arcanine) and look like legendaries and are treated as mini legendaries with unown being a language and having mystic powers, Arcanine being the “legendary pokemon” and people believe it was in the early stage of development, rotom originally being in the weird chateau, spiritomb being hard to find, and lucario and zoroark have movies about them plus having legendary designs. One pokemon people used to debate about being legendary or not was Phione, which is totally a mythical in every way bar stats and breeding.
