That's for what size they're supposed to be in official artwork, the anime, etc.

They're not to scale in-battle (but the actual models are), but Game Freak doesn't do this stuff with just the games in mind.

People were saying this about sun/moon and ultra sun/moon. Guess what? The trailers were identical to the finished game.

The game is 100% done. All that’s left at this point is bug fixing and optimising. But the core of the game is finished. The storyline, the gameplay, the art, graphics, animations, etc, they are all final. In fact you can guarantee that the majority of staff have already moved on to other projects (Most likely the inevitable special editions)

I like to think the Pokemon heights are just an average because some sizes feel wrong to me, like Delphox being only 4'11. But the scale in battle is consistent so it probably just means they don't really care.

My guess is that they wanted to make Dynamaxing size difference more impactful. If you're already used to seeing huge Onix and the like before Dynamax shit, it wouldn't be as "impressive". Another reason why Dynamax is stupid. I'd rather it simply be a stupid red Aura that buffs you. The gigantification looks too silly.

It definitely seems to be a problem with very large pokemon mainly.
Like, the ones that are the size of a person or smaller seem to be around the right size. It's only ever the really huge pokemon that get scaled down in battle.

In the Wild Area though, they do seem to have their accurate sizes, so it seems to be more of a design choice on GF's part.
Maybe they feel like if they had a Wailord the proper size that it would throw off the cinematic balance of the fight? Or maybe they wanted to use the same camera angles for all fights and having some pokemon WAY bigger than their trainers would throw off those shot compositions.

Went back to that trailer and checked.
Golurk does show up in the Wild Area footage, and there's a duskull in the same shot.
This is a pretty rough estimate, but if that Duskull was brought up beside Golurk here, it seems like it'd be 1/4th to 1/3rd his size. Duskull is apparently 2'07", so that actually IS accurate size scaling.
So they do have their proper size in the Wild Area.

We haven't seen Golurk in a regular battle, just that raid. What if he's the right size in a normal battle, but the raid actually scales down bigger pokemon to exaggerate the scale of the raid Pokemon?
