Can you boot D/P/Pt with a gen 3 game in the GBA slot, pull the GBA cartridge out, and continue to encounter insertion-exclusive mons from the game that was removed?

Isn't there an item in those games that let you encounter different Pokemons from the National dex?
I don't remember having to use any cartridge for that.
