That’s a Vanillite. Either it’s a bug or it’s meant to be like how you could encounter certain levitating Pokémon while surfing. Idk if Vanillite has ever actually been treated that way in the past tho

Graphical limitations. They probably don't have an animation of a pokemon falling from the sky, only for them popping out of the ground but you're obviously meant to interpret it as having come with the snow and not from underwater, that'd just be retarded.

Okay so that's your rationalization. But the game shows it popping up from underwater. They could have limited the water to pokemon that live in water and let vanillite go anywhere else. It's really not a big deal but that doesnt make it not sloppy. It's going to look silly if birds are popping up from the water too no matter what you "think" the game implies

Instead of splashing out if the water they could make it poof in from some tiny burst of snow/ice. Also, there are other pokemon that fly around, surely there is a different entry animation for them?
