Can't believe I'm actually going to try and defend this.
On the page with a Pokemon's stats and ability, the game also lists a bar labeled "Dynamax Level" with 10 notches. Just by nane alone, this clearly seems like it determines how boosted a Poke is when Dynamaxed. I doubt they'd allow you to raise this value yourself, rather I speculate it's a constant stat set specifically for each Pokemon species. GameFreak can "balance" Dynamax by giving weaker Pokemon a bigger boost, while already strong Pokemon don't get all that stronger. So basically GameFreak has a power slider to help balance Dynamax.
Is that a valid excuse? Hell no, but at least there's potentially a reason why GameFreak threw out "balancing" as a retarded reason contributing to why they chose to cut.
