No, TPCi is the real one to blame. Nintendo clearly values their properties, as seen with the delay of Animal Crossing and the complete scrapping of Metroid 4 to be the best it can be. So it's not that Nintendo doesn't Pokemon to be a quality game, it's that TPCi demands that the Pokemon games come out before the anime and tcg for max profits.

Call of duty games get annual releases
Assassin's creed gets annual releases (or did)
Telltale was pumping out games less than a year
The best game series of all time (Donkey Kong country) was released annually
Ratchet and clank games were all critically acclaimed and released nearly annually.

Gamefreak is (sadly) way to independent, and only has to coincide with the rest of the Pokémon company for the releases

Nah I'm going to blame GF for treating it as a B-project while giving more attention to a game that will crash and burn like everything non-Pokemon they do. If this is the best they can do with three years development time, it's clearly the fault of management.

Pokemon could wait a few years at a time to release a new generation and it would do fine. Zelda does the same thing. Fill in the time between games with spinoffs.

Probably not this late into the game. They've probably been working on several Sword and Shield episodes for some time. You have to factor in that not only do they have to animate, but they also have to write scripts, hire VAs, record lines, etc.
Then you have to factor in, how long is the delay?

Nintendo as people have said, understand that bad games diminish brand value, and are quick to react to fan negativity of perception after the Wii U era.

Gamefreak in itself wants to work on other games, but it also doesn't want to surrender control of Pokemon in any way because that's a slippery slope.

So who does that leave the most hurt by a slow Pokemon release cycle? Creatures Inc. Creatures Inc is the branch that requires a new gimmick for toys, and new Pokemon to sell cards/merch of far more consistently than Nintendo or Gamefreak. They're the ones likely pushing the "NEW GAME EVERY YEAR" model under threat of "If you can't make this deadline we'll get Nintendo to" but the thing is they clearly don't want to give Nintendo too much power, because Nintendo could seize complete control if Gamefreak is forced into submission and Nintendo has control of both game production of Pokemon trademarks.

So it's basically a tug of war of between Creature Inc egging Gamefreak on until they're either release a game, expand their company, or collapse while trying to make the largest profit. Nintendo doesn't care if Gamefreak survives or not, and knows doing nothing is the best move, because then publicity can never be spun against them. They can just become the "saviors" of the franchise when Gamefreak finally gives out, or just enjoy the profit if Gamefreak doesn't.
