Unlike the models, those attack effects were built with the lower resolution in mind. To bring it over exactly, they'd have to upres (as in, redraw) every attack effect texture and remodel the bird model used there, among other behind the scenes things.
But instead of that, they opted to make the move entirely new with a clear change in design philosophy to make seemingly all regular moves (presumably not Legendary Signatures) be short and to the point. They sacrificed some impact in the way they shortened this one, but it is definitely a better animation for rewatching because it's snappier and doesn't take the player out of the match as much.
I think their idea was to make all the moves more "grounded" this time. Less cutaways to other environments like S/M was full of.
