According to bulbapedia the Jap name is ルリナ "Rurina" from "ruri-nigana" (cupid's dart) a flower found in western North-Africa (Morocco, Algeria, and Tunisia) and south-western Europe (Portugal, Spain including the Balearic Islands, Andorra, France, and Italy). Based on her attire (Jewelry) and straight hair it's VERY likely she is some type of Arab.
All the other translations of the name are derived from the flower except the english translation which is Nessa, a reference to the "Loch Ness" because the region is inspired by the UK and the fact that she's a water type trainer. So she might be a Scottish Arab.
And in case you thought NAMES had no connection to the ethnicites of character's…here are some examples:
-Mallow the very obvious Generic Hawaiian girl's original name マオ Mao - (maʻo) is basically Hawaiian for Hawaiian cotton meaning it's 100% clear she's native Hawaiian.
-Dahlia (The brown girl from frontier), is Hispanic. Her original Japanese name is Dahlia, which is a genus of plants native to Mexico. Her attire and hairstyle also point to that.
-Rosa, literally named "Mei"(both a japanese name and a chinese surname) and uses an old eastern asian (mostly chinese) hairstyle.
Maybe these are not 100% accurate but it's still better than automatically assuming that a character is "black/negroid" simply because of their skin color.
