They when they they started doing Black and White 2 stuff they tired to handwave it by saying all the old Pokemon were in "Western" Unova. Then the old pokemon were just everywhere.
It's just like the Battle Frontier season where there were non Kanto chilling in Kanto and nobody even tried to explain it.
