I think someone mentioned that the artist sold these at Comiket? So the release would roughly be twice a year, though that's not accounting for getting the book, scanning it, and translating it.

Festival of Champions. 王者 means "champion" in the context of competition, whatever dumbass translated it as "kings" clearly didn't know that.

Japanese is all about the context. While "king" is also a correct translation, "champion" fits the best given what the story is about (Pokemon League and its participant) and of course "Pokemon Champion".
