Improve the graphical aspects. Hopefully, this includes animations.

Even if people think 900 is a reasonable number of Pokémon to put into a game, eventually the number is going to go up into something that's not reasonable, especially if they decide to redo the models at some point. Might as well improve on what the main series will always have (graphics, regardless of the quality) rather than fight the inevitable.

Let fan mods improve graphics on emulators. National Dex would be much LESS work for Gamefreak than improving graphics, and improving graphics would be much LESS work for fans than implementing the National Dex.
