Team Flare would be based around fame. Or at least, the grunts and admins. They dress stylishly, strike poses whenever they get the opportunity, and are frankly a bunch of snobs/show-offs. The citizens of Kalos see them as little more than a small-time group of punks acting up for attention, which is exactly what Lysandre wants so that his Scientists can work on the plan in secret.
The Scientists were all once famous trainers before joining Flare. Aliana is Trevor's missing older sister, an up-and-coming trainer who suffered a crushing, broadcasted defeat that demolished her confidence. Unable to face her family, she disappeared, then later resurfaced as part of Team Flare. Bryony and Celosia were former Gym Leaders, Dark and Poison respectively, who only got to be Leaders for a short amount of time before other candidates knock them from there perches. They didn't take it well. Mable was a former E4 member who used Ice-types. The lifestyle of an E4 member is revealed to be very suffocating, and Mable snapped under the pressure of it all. Xerosic was born with a condition that made it impossible for him to have a Pokemon journey. He turned to studying them instead, and later of would find himself with a chance of becoming Kalos' Pokemon Professor. However, he was passed over in favor of Sycamore; a choice he believes was made not from merit but from looks and charisma. Naturally, this perceived slight angered him greatly.
Lysandre, meanwhile, is also the Kalos League Champion. There's none of that "This world is imperfect" talk or anything of the sort. He just acts like Steven or Cynthia did, bumping into the player at different points and offering friendly advice to both them and their rival. His talk with Diantha, the former Champ before he beat her, is just a friendly chat where he asks if she's doing alright. There are little, quieter moments of incite into his true nature, but they're far outweighed by his kinder moments.
