The idea is that it is heavily connected with Light. The main inspiration for the design is the Ram of The Golden Fleece, of the Greek mythos of Jason of the Argonauts. The ram not only had a fleece of gold, but it could fly too, having been a descendant of the sun god Helios. Thus its final form is Fire/Flying. That also is a reference to counting sheep, which were sheep that bounded in your drowsiness as if flying.
Its 1st form is pure fire and is a lamb pony calf. Then it evolves in a Fire/Ground Pokemon. And finally a Bull/Heifer Ram Steed (or workhorse), Fire/Flying.
Alternatively, because its fleece is metal, it could be all a Fire/Steel type.
As I said, it's connected to Light. It uses its wool/fur to shine light. It can learn Flash, Flash Cannon, Mirror Shot, and so on, in addition to allowing us to provide new light-based moves. Its body generates heat which is conducted through its metallic wool.
The Western and Chinese zodiac aspect connects to stars which connects to light and heat. It also makes it a spiritual Pokemon of sorts.
I'm sure you can throw Hindu myth in there too with sacred cows, but I've no knowledge on that.
