Heavily. With Pokemon potentially having two abilities active at once, they will be more viable in the meta.

come now anon, are you going to tell me water pokemon like goldeen can float too? Clearly when we see eelektross 'floating' what he is actually doing is swimming through the water that is not visible for practical reasons, after all he is an eel. If you're granted this, any and all Pokemon who don't have Levitate but float now must make contact with the ground. Yes that includes all fish Pokemon, in which case they flop around like Magikarp unless you're in a water arena.

I said nothing about aquatic Pokemon. I did mention levitating Pokemon, however, and Eelektross is one.

Honestly, some pokemon should have innate abilities at this point
Hitmonchan for example should have iron fist as an innate ability

I do think levitate on eelektross isn't actually part of its canon behavior and just how they decided to give it 0 weaknesses, although perhaps they should have given it a signature ability instead, like something that absorbs ground moves because it's a slimy mud dweller.

well for one the game becomes shittier because now you have pokemon that have arbitrary properties based on their designs instead of actual rules
