It has some sort of effect that causes all moves and abilities activated by Poisoning (Venom Drench, Venoshock, Merciless, ect.) to, well, activate.

After the battle, the Gym Leader decides it would be funny to stalk you around the big city where a couple other Gyms are. He uses many different Poison types and performs many optional battles with them, often showing up randomly.
He gives you TMs for Poison type moves, so fighting him and his bullshit is recommended.
