That Steelix was already loaded into the scene. The pop in wasn't a load issue or any dumb shit about being "a separate model", it was a culling issue.
For the dynamax cutscene they cull all the other character models so nothing gets in the camera's way. After they turn them all back on during the short fade to black. Somehow the camera script fucked up that one time and didn't turn Steelix back on until after the camera finished it's first pan. It also never happened during the gameplay demos all over the E3 floor.
It's the kind of rare small bug they're certainly going to fix before the game releases.
