Fully Evolved Pokémon that are bad even on in game usage (Not counting LGPE where everything is usable) like Farfetch'd, Luvdisc, Delcatty, Ariados, Delibird are the worst.
The great marjority are Gen 1, 2 and 3. Since Gen 4 we are not getting so much of these bad stats fully evolved Pokémon but we have exceptions like Chatot.
Even bugs introduced from Gen 4 until now have more usage (Vivillon and Vikavolt e.g). Komala is the closest nowadays of a bad Pokémon.
