Because as it is right now linearity is ingrained in pretty much every aspect of Pokémon from the story to what level the Pokémon you encounter in an area are to what areas you’re allowed to travel to at a certain point in a game. It’s no fun but I don’t think giant plains or pools of water are going to create an illusion where this isn’t noticed.

you don't want pokemon to evolve. you want it to follow the same trend as other long-running franchises (final fantasy, metal gear solid, zelda) and become a generic open-world sandbox "game."

The ocean segments are easily the worst parts of WW.
Even then the field area looks just as empty, unlike most of the islands in WW so it's not a far comparison.
