They're just another kind of design; good, bad or meh. Can't say I'm a fan of most personally, but I don't dislike any for being humanoid and I think it'd be a lot less fun to have them around.

They're among my least liked Pokémon, though I appreciate that there aren't any that literally are just humans in cosplay. That's one of the reasons I can't get into Digimon or Yo-kai Watch.

I've always thought of them as the descendants of the middleway species between more bestial Pokemon and true humans in ancient times. Jynx is even said to communicate in a language undecipherable to other Pokemon. There should be occasional outbursts of social activity when every few years some group tries to get human-shaped Pokemon recognized as a human subspecies, despite the number of factors against.

Of course, none of this shit matters in both story and gameplay. Machop and the like are ubiquitous load-haulers, Mr. Mime is a housekeeper; I imagine that Jynx could easily fill that role when under a Trainer.

It does look nothing like a rooster, though. Blastoise is a turtle with human elements while Blaziken is a human with animal elements. They are nothing alike.

It's not just that it's bipedal, no.
It's the human anatomy, the lack of wings in favor of human arms and shoulders, the lack of bird legs in favor of human-like knees, the beak becoming less prominent as the line evolves, the way it looks like it has hair and it's wearing a gi, the human stance and fighting style, etc.

Jynx is the only one that has a right to look how it does. It's evolved specifically to emulate human characteristics and it's oversied facial features, limbs and body movements support that in spades. It's literally the Humanshape Pokemon and its appearance and reason for being make sense as a result.
All others are waifubait that have very little business possessing human like hair, facial features of "clothing".
