You also need deep Assembly knowledge to do anything beyond database editing, and very few people have that knowledge in general, and even less of them want to spend thousands of hours making a Pokemon fangame for no money.
Light platinum is just a port of a finished game with a whole team of 3d artists and people who are good with Assembly and they've only been able to produce a beta and some screenshots over the past four years of working on it.
