I wonder how much of it is actually explorable, though, and not like the fenced-in area that overlooks the Cerne Abbas Giant hillside. I'm imagining a lot of it is just for show.

A lot of games are guilty of this, sadly. One of the only games I've played that doesn't do this as often is Dark Souls, though it still has its moments where this happens. Like being able to explore the entirety of Anor Londo is fucking cool, but you never get to explore the city beneath it (unless Irithyll from DS3 is the same thing, even then, not the same game).
