Producer in a game is the guy that can say yes or no to every aspect of the game.
James Turner is art director so if you see a pokémon design, he approved it but it's the same with Masuda because he's James' boss.
Turner can't validate an idea if Masuda don't approve it

If his decisions saved them money in development and help push new merchandise, TPC couldn't give less of a shit how bad Pokemon's public image is.

If their sales figures drop and it starts costing the company their sweet sweet revenue, his ass is gone. They'll do a big song and dance about bringing back all the Pokemon and make larger than life promises about the quality of upcoming games.

Keep in mind these are likely to be public image promises. Unless they get someone with some real passion, the actual quality won't noticeably increase.
