Who is the best Pokemon trainer, in terms of battle prowess, among all the characters in both the games and the anime (pre-Galar)?
I bring this up because they mentioned Champion Leon is undefeated in official battles, which iirc is the first time they've ever given someone that honor.

If we're talking about AI-piloted characters? Fuck me, that's a difficult question. First we should trim down the list to Champions, and Villainous team leaders. Former-player characters don't count on this list. My best guess is either Giovanni, Blue, or Cynthia.
