It's a pr stunt. Like they are going to change things now. To implement the national dex means a core change, that would take at least an extra year to complete.

Not that I mind, it's possible, I bet some data miner has worked out all the figures of a Switch cartridge by now.

If it was a Game Freak-issued one, you may have a shot at putting forth your view on the direction of the games. But Nintendo have no bearing on the day-to-day operation of Game Freak or Pokémon's development. Trying to imply they do it plain retardation at this stage, we all know what way the whole set-up's split up, roughly.

The JP survey wasn't. I think it's just regional divisions of Nintendo running marketing surveys to figure out which starter should be the face of sword and shield and which mechanics to focus on for tv spots

The implementation of the national dex seems unlikely to be a "core" one designwise, as Masuda himself stated they wanted to bring all Pokemon to the games but just couldnt afaik.
I also doubt it would take more than 3 months to implement most mons, as models (new texture or not) are already there.
