It's really not that hard to understand. Each region's populace reflects the populace of the real-world location. Non-nips didn't become commonplace until gen 5.

Show me where Europe and Africa is in the Pokemon world.

Why do people keep doing this? Why do people assume that if a person has light skin or dark skin in a fictional world, that means they are white or black? To be white or black, you or your ancestors/bloodline has to come from Europe or Africa. Since they don't exist in Pokemon, that means white people and black people don't exist either.

You mean only in Gen 1 before Game Freak knew Pokemon was going to become a worldwide phenomenon , which then got retconned.
