Not much is harmed by putting shit in a warehouse/on the back burner for a couple years. They can still shill other merch while waiting.
The fact that they have over 800 Pokémon is a good thing for a time like this, the anime is entirely filler anyway so adding more filler instead of whatever else they had planned next won't change anything and the ideas for the next series will still be present in a couple years. As would any cards they might have already been thinking about or even printed.
Movies and shit don't matter because they constantly add in new ones even before release anyway so the movies can shill those.
Ho-oh, Lucario, Munchlax, Bonsly, Magearna, etc. are all testament to the fact that a next Gen game doesn't have to already be released to shill a next Gen Pokémon via either the anime, movies, or other games.
All Ishihara has control over is the side series games. That's why Detective Pikachu wasn't on Switch and no other non-GF game has appeared on Switch that wasn't a Wii U port.
If anything that's part of the reason (the other being Masuda's retardation) they're rushing, in reality - Ishihara fucked up by not having anything in the works for Switch in the meantime unlike back with the GBA and DS eras.
